How council tax bands work

Council tax is calculated using property bands based on the property's estimated value on a specific date. The band determines what proportion of the local Band D council tax you pay. Band D is the reference band — every other band pays a fraction of it.

Valuation dates

  • England — property values as at 1 April 1991
  • Scotland — property values as at 1 April 1991
  • Wales — property values as at 1 April 2003
  • Northern Ireland — uses capital values rather than bands; contact your local council for details.

Because the valuation dates are so old, many properties may be in the wrong band. If you think your band is too high, you can challenge your council tax band on GOV.UK.

Band multipliers

Each band pays a fraction of the Band D amount. The proportions are set by law and are the same across England, Scotland and Wales (Wales has an extra Band I).

  • Band A — 6/9 of Band D (the lowest band)
  • Band B — 7/9
  • Band C — 8/9
  • Band D — 9/9 (the reference rate)
  • Band E — 11/9
  • Band F — 13/9
  • Band G — 15/9
  • Band H — 18/9 (the highest band in England and Scotland)
  • Band I — 21/9 (Wales only)

What determines your actual bill

Your council tax bill depends on three things: your property band, your local authority (each council sets its own Band D rate), and any discounts or exemptions you qualify for. Single occupants get a 25% discount, and some households pay nothing at all. The calculator gives you a typical estimate — check your council's website on GOV.UK for the exact amount.
